If I understand correctly, it takes EPA three years to think about biomass... without the attendant moratorium against permitting and building that reasonable people would expect to accompany the three year "study" period... and if, after three years, they decide this is really bad $%#*; like doctors and scientists have been saying for some years now... how will they then make our people whole?????
